Notwithstanding the creative English translation, it means that you can brew the teabag two times for 3-5 minutes per brew. Chinese tea manufacturers often use different instructions for domestic and foreign markets. They are trying to be accommodating as they understand that the vast majority of the western world drinks black tea and this is the standard instruction to make it in a large teapot in the classic 'English' style.
Tea bag tea is the lowest quality of tea there is. No serious tea maker would use tea bag tea or even brew high quality whole leaves for as long as 3 - 5 minutes. But that's no reason you can't make your tea bags taste as good as possible.
Try brewing your tea bag for about 8 seconds (more or less to suit your taste) in one cup of water. If it is green tea, use a lower temperature of water. If it's another type, use water that is not quite boiling. You will get many more brews and your tea will taste much better.
